South Bay : Flaw in Law on Toplessness Is Uncovered
A Redondo Beach law banning toplessness is flimsier than a string bikini, city officials have determined. But voters will have to decide whether to update the unenforceable law.
Written in 1967, the law aims to stop adult-oriented businesses from opening in the beach enclave. So far, it has worked. But a recent review of the City Charter, including Provision 21.3, which deals with “exposure of the female breasts,” found that the law does not allow alleged violators to appeal, opening the way for possible court challenges.
The omission could make it harder for city officials to stop anyone from opening a topless bar in Redondo Beach, City Atty. Jerry Goddard said.
But sunbathers should think twice before doffing bikini tops on the city’s beaches. That’s because state laws prohibiting public nudity remain in effect.
“We’re not totally exposed,” Goddard said.
