FULLERTON : Ban on Downtown Churches to Be Lifted

In a change of policy, the city has decided to allow churches to apply for permits to operate in a downtown area where they have not been allowed since 1984.

The city banned churches from the Central Business District, the goal was to attract occupants to the 12-block downtown area that would produce sales tax revenue. In addition, businesses had complained over the years that churches create parking problems.

But Paul Dudley, director of development services, said the city “can’t legally single out churches. . . . I think you can regulate but you can’t prohibit because prohibition closes too many doors.”
