SANTA ANA : Clinic Owner, Doctors Get Year in Fraud Case

A Superior Court judge sentenced a cosmetologist and two doctors at a Westminster plastic surgery clinic Thursday to one year each in County Jail for insurance fraud and grand theft.

Elizabeth Cam Thach Thi Le, the owner of Cam Thach Clinic, and plastic surgeons Alexander S. Sinclair and David Page were found guilty last December of conspiring to overbill patients and defrauding insurance companies by claiming cosmetic surgeries were for medical purposes.

Le was convicted of seven counts of insurance fraud and two counts of grand theft. The jury found Sinclair guilty of four counts of insurance fraud and two counts of grand theft, and found Page guilty of five counts of insurance fraud. All three were taken into custody Thursday morning.

In a separate case, the Medical Board in May suspended the licenses of two other doctors who worked for Le. The doctors, Graham Kemsley and Peter Voloshin, admitted to falsifying the records of three patients to collect insurance money.

Under the settlement, Kemsley and Voloshin each were placed on five years’ probation and agreed to numerous conditions, including taking an ethics course and paying $62,500 each in compensation and fines.
