Market Turns Up in Tokyo: Japanese stocks made the first significant gains since key indexes began tumbling early last week on pessimism about the nation’s 4-year-old recession. The 225-issue Nikkei stock average rose 270.33 points, or 1.87%, closing at 14,755.74. The Nikkei’s worst recent finish was 14,309.41, for Aug. 18, 1992. Tuesday’s rally was fueled by rumors that Japan’s central bank would move soon to cut its key lending rate from the current 1%, traders said.
