MOORPARK : Unlicensed Valencia Contractor Arrested
A 42-year-old Valencia man was arrested and charged with theft of construction funds and contracting without a license.
After a two-month investigation, sheriff’s deputies arrested Richard Garrett on Monday and placed him in the Ventura County Jail. He was released on $5,000 bail with a hearing set for July 17.
Garrett, who was already on probation for working without a license, was hired to do cement work at nine different residences in the Mountain Meadows neighborhood of Moorpark. Police said he performed the work and was paid, but failed to reimburse his concrete supplier, State Ready Mix.
State Ready Mix placed liens totaling $3,500 on seven homes when Garrett failed to pay, police said. Four liens are still unpaid.
