Senate Republicans failed to cut off debate on their proposed limits on regulations, a dispute over public health and safety that has tied up the chamber for more than a week. However, the GOP managed to defeat a Democratic attempt to scale back its reform plan. Majority Leader Bob Dole (R-Kan.) said he still hoped that a compromise could be worked out on key parts of the legislation so the bill could be completed. Democrats and Republicans began private negotiations in an attempt to resolve the impasse, which Dole acknowledged could force him to set the measure aside as the Senate faces a rush of business before its August recess.
