Central Los Angeles : Landlord Fined in Slum Case

A property owner convicted two years ago of slum violations at a Highland Park apartment building has again pleaded no contest to slum charges, this time for a residential hotel in the Westlake area, authorities said.

Rami K. Grinwald, 38, of Encino was charged with 10 violations of various fire, health and building and safety codes in a two-story, 37-room residential hotel he owns in the 700 block of South Columbia Avenue, said Deputy City Atty. Lawrence Punter.

The charges grew out of an investigation conducted from January to April by the Slum Housing Task Force of the city attorney’s office.

Punter said Grinwald was convicted in 1993 of slum violations in a 60-unit Highland Park apartment complex he co-owned. He and a co-defendant pleaded no contest to 10 code violations, paid $12,723 in fines and brought the property into compliance with city codes.
