Wilson Fills State Trade Office Post: California Gov. Pete Wilson has appointed the former head of a Los Angeles trading firm as director of the California Office of Trade and Investment in Hong Kong. Tony Y. Chen, 39, has been the national president and chief executive of the St. Louis-based United States-China Chamber of Commerce since 1993. He was formerly president of LYW International Co. in Los Angeles, where he oversaw the operation of six projects in the United States, China, Hong Kong and Taiwan. Prior to that, Chen was the director of Asian affairs for the Republican National Committee from 1989 to 1993. Chen will work under the direction of the deputy secretary for the International Division of the California Trade and Commerce Agency.
