FLIP-FLOP: Covina Councilwoman Linda Sarver has changed her mind again--this time about whether residents should be able to take a position on the city’s infamous utility tax.

Even though the council has put the 8.25% tax in place, the councilwoman in June voted along with her colleagues to put the measure on the Nov. 7 ballot to gauge public reaction. Now, however, she says she no longer thinks the non-binding referendum is necessary.

It’s not her first change of heart. She rode the anti-tax wave into office, but then, after assuming her new post, said she saw the wisdom of the tax increase.
