Westside : Filtration Plant Violates Zoning
Construction of a $250-million water filtration plant in Mission Canyon now appears impossible, Los Angeles City Councilman Marvin Braude said Thursday.
Braude said he was advised by City Atty. James K. Hahn that a proposal by the Department of Water and Power for a filtration facility at the Brentwood site would violate city zoning regulations. The DWP is expected to find a site in an industrial zone somewhere in the San Fernando Valley, he said.
Homeowners who oppose the plant, which would clean impurities from water pumped from the Encino and Stone Canyon reservoirs, say it would be an improper use of the Santa Monica Mountains and is too costly for taxpayers.
The Mission Canyon site, owned by the Los Angeles County Sanitation District, is south of Mulholland Drive and west of the San Diego Freeway. The full council is expected to review the proposal in a few months after allowing enough time for alternatives to be considered.
