COSTA MESA : City May Contract for Cart Pickup

Concerned about clutter on the streets, city officials may hire a private contractor to round up and return abandoned shopping carts.

The City Council will vote Tuesday on the proposal, under which a company would collect the carts and return them to their owners for a fee.

City Manager Allan L. Roeder said he expects representatives of the Southern California Grocers Assn. to object to the plan.

The trade group, which represents the supermarket industry, recently urged the state Legislature to pass a bill that would prevent cities from taking over cart collection. The grocers argue that the fees imposed by cities for the return of carts are an added cost they cannot afford.
