* Brian Brubaker has been selected as vice president and general manager of Southern Pacific Milling Co., an Oxnard producer of materials used in major construction projects. He formerly was manager of operations of a sister company, Southwest Construction Materials.

He succeeds Bill Berger, who was appointed vice president of operations at Kaiser Materials Corp., parent of Southern Pacific Milling and Southwest Construction.

* Robert Hammer, chairman of R.K. Hammer, Investment Bankers, a Thousand Oaks bank advisory firm, recently was a keynote speaker at a symposium in Bogota, Colombia, for banking executives from Central and South America.

* Carolyn Hartley has been named director of telemessaging services at Alert Communications, a Ventura provider of answering services, voice mail, paging systems and cellular phone sales and service. She formerly was customer service and telemarketing manager at Gateways Institute in Ojai.

* David Mellman has been appointed business development officer in Ventura, Santa Barbara and San Luis Obispo counties for Heller First Capital, a lender that specializes in Small Business Administration guaranteed loan programs. He previously was with The Money Store. Before that, he was a financial analyst and underwriter with Reliance Surety Co.

* Terry D. Warren has been chosen as president of Bio-Enhancement Technologies Inc., a Camarillo company that produces microorganisms used in improving farmland that is too dry, salty or infertile. His background includes service with the United Nations International Trade and Development Agency.
