U.S. Signs ‘Open Skies’ Pact With Belgium: The free market aviation accord with Belgium completes a U.S. goal of reaching such accords with nine European nations, said Transportation Secretary Federico Pena in announcing the pact. Belgium and the United States earlier this year initialed accords with the nine European nations that are designed to end curbs on bilateral aviation traffic. The accords allow airlines of both countries to operate aviation services from any point in one country to any point in the other, as well as to and from third countries.
