Mining Project Would Impact Air Quality

A proposed gravel mining site near Fillmore would generate a significant amount of air emissions and dust in the surrounding area, but most other environmental impacts could be avoided, according to a new report.

The Southern Pacific Milling Co. wants to mine a 196-acre parcel east of Boulder Creek now used for citrus farming.

Although the project has been scaled back from 500 acres, an environmental impact report released last week said that delivery trucks at the site would generate 10% to 51% more emissions in the area. Excavation activities would also generate significant amounts of dust, according to the report.

As a result, the report said, the developer would have to demonstrate that the benefits of the project outweigh the environmental drawbacks.

Southern Pacific officials could not be reached for comment.

Fillmore Councilman Roger Campbell said the city opposes the mining operation because it is surrounded by prime agricultural land. He said he is concerned that if Southern Pacific receives a building permit, it will later expand its operations.
