GARDEN GROVE : City Sues Resident to Close TV, Radio Station
Unsure that they had convinced a Traylor Way resident that he could not operate a television and radio station in his garage, city officials resorted to filing a lawsuit against him.
The suit, filed Oct. 4 in Orange County Superior Court, contends Ty Van Luong has operated a television and radio station in the 10000 block of Traylor Way while knowing it violates zoning regulations.
The station is listed in the phone book as VCTV, and a woman answering the phone there said the station broadcasts interviews with Vietnamese entertainers on KSCI (Channel 18). The unidentified woman said she was unaware of the lawsuit.
Cathy Standiford, acting director of development services for the city, said code inspectors discovered the garage studio, complete with an anchor desk and on-air lights for a radio studio, in late August. Inspectors were responding to a complaint from neighbors about construction in Luong’s yard, she said.
“They were actually broadcasting on the radio when the code inspectors arrived,” Standiford said.
Luong has not responded to requests for an interview.
