Allen Beating Opponents in Raising Funds : Campaign: Helped in large part by a teachers group, the ex-Speaker’s war chest of $238,400 exceeds that of recall backers by nearly $18,000. The election is Nov. 28.

Despite the onslaught of the state GOP leadership, Assemblywoman Doris Allen has raised nearly $18,000 more than the Republican-backed group that is trying to recall her, according to campaign finance statements released Friday.

The Committee to Re-Elect Doris Allen raised $238,421, while the group trying to oust her, the Committee to Recall Doris Allen, raised $220,613, campaign finance statements show.

Meanwhile, among the six candidates vying for Allen’s 67th Assembly District seat in the Nov. 28 recall election, Republicans Haydee V. Tillotson and Scott Baugh have raised the most money.

Voters in the northwest Orange County district must decide whether to recall Allen (R-Cypress) and choose whether to vote for her replacement at the same time. The district encompasses Cypress, Huntington Beach, Los Alamitos, Rossmoor and Seal Beach, along with parts of Fountain Valley and La Palma and fragments of five other cities. Party registration in the district is half Republican and a third Democratic.

According to campaign finance statements, which cover the period ending Oct. 14, the largest contributors to the Committee to Re-Elect Doris Allen were the Teachers Assn. for Better Citizenship in Burlingame, $50,000; Richter for State Assembly, $10,000, and the California State Council of Service Employees PAC, which contributed $12,550 in services. The committee had expenditures of $408,365, about $181,550 in unpaid bills and a cash balance of about $23,000, finance statements show.

Among the largest contributors to the recall committee were the Lincoln Club of Orange County, $50,000; Senate Minority Leader Rob Hurtt (R-Garden Grove) and state Sen. Ross Johnson (R-Newport Beach), $20,000 each, and Assemblyman Mickey Conroy (R-Orange), $5,000. The recall committee had expenditures of $213,649, with $24,130 in cash on hand.

Of the six candidates, Tillotson received $164,931 in contributions, with a $139,700 loan to herself. She had a cash balance of $102,318. Baugh received $144,807 in contributions, of which $35,000 was a loan to himself. He had $82,515 in cash on hand. Republican Shirley Carey raised $6,221, nearly two-thirds of which represents a loan to herself. Carey has $493 in cash on hand.
