SAN CLEMENTE : Work May Soon Start on Stabilizing Bluffs

Work to stabilize the storm-damaged Colony Cove bluffs at the north end of the city could begin as early as next week.

On Wednesday, the City Council will consider awarding a $3.6-million contract to J.C. Baldwin Construction Co. for the project, said Handan Cirit, principal civil engineer for the city.

The bulk of the project, which will take eight to 10 months, is being funded by the Federal Highway Administration, with the State Office of Emergency Services, the Arterial Highway Financing Program and the city kicking in additional money.

It will cost $5.2 million to repair the bluffs, which were damaged by heavy storms in 1993, when a landslide occurred that blocked a section of Pacific Coast Highway for nearly two years.

To prevent further damage, landslide stabilization anchors will be installed along 1,000 feet of the bluffs, from Camino San Clemente south.

Also, the stretch of highway under the bluffs will be widened to four lanes and a sidewalk and two bicycle lanes will be added.

Cirit said the highway will be open to vehicles during construction, but bicyclists and pedestrians will be prohibited between Camino San Clemente and Avenida Estacion.
