FOUNTAIN VALLEY : Panel Endorses Rules for Adult Businesses

The Planning Commission this week endorsed a proposed ordinance that would strictly regulate the locations of adult businesses and set standards for their operation, including a 9 p.m. closing time.

The proposal would allow businesses such as nude and topless clubs and adult bookstores to locate in a portion of Southpark, an industrial and commercial area. The commission also suggested that the city require video monitoring cameras at establishments.

“We all feel like you do. We don’t want this in our city,” Commissioner Zita Wessa told residents who came to Wednesday’s public hearing on the issue. “But it’s something we’re faced with.”

Adult entertainment businesses are protected under the First Amendment. Cities cannot ban them but can set standards for their location and operations.

Southpark, between Euclid Street and the Santa Ana River, would provide a 600-foot buffer along Euclid and Slater Avenue from homes and a church, Planning Services Manager Andrew Perea said.

The commission is recommending Southpark, Perea said, because of the strict development standards that area already has.

But Nora Brown, who lives near Southpark, said she is not pleased that city officials are proposing that location. “I personally don’t think 600 feet from my door is far enough from these businesses,” she said.

The City Council will consider the ordinance Nov. 21.
