County to Take Over Job-Training Agency

In a move expected to help improve Ventura County’s welfare system, the county this week will assume control of a local job-training agency that brings in millions of dollars annually in federal grants for employment programs.

By taking over the Job Training Policy Council, the county will be able to more easily bring together business employers and welfare recipients in need of jobs, officials said.

“We have the opportunity here to combine job-training reform with welfare reform that will produce gainful employment for people who have been out of the loop,” Supervisor John Flynn said.

The Job Training Policy Council, which provided training and job placement for low-income residents, had been operated by a private nonprofit corporation.

But the Board of Supervisors began taking steps to take over the jobs program earlier this year because of a new law that makes the county liable for any misspent money.

County officials said the takeover also will put the county in a better position to deal with proposed state and federal welfare-reform measures.
