GET IN LINE: California has become the first state to request the extradition from Kentucky of alleged serial killer Glen Rogers, suspected of killing a woman in Van Nuys but also wanted in connection with slayings in at least three other states. . . . Paperwork from California reached the office of Kentucky Gov. Brereton Jones on Thursday, ahead of requests expected from Florida, Mississippi and Louisiana. It’s the Kentucky governor’s call--and he doesn’t have to give priority to the first request.

EXPIRED: Should the cops ticket a fellow officer? The question came up Thursday as an LAPD officer saw a traffic officer--one of those folks who give out parking tickets--run a red light. . . . The LAPD officer, over his radio, asked a colleague whether he could write a citation. “Yes, you can,” came the reply, “if you don’t mind getting parking tickets for the rest of your life.”
