Satellite Pact Likely to Be Announced: After months of discussions, France and Germany are expected to announce today that they’ll cooperate on the $2-billion Helios 2 military observation satellite project, a key element of joint European defense. French President Jacques Chirac and German Chancellor Helmut Kohl, who are meeting today in Baden-Baden, Germany, “could make a decision on the Helios 2,” Chirac spokeswoman Catherine Colonna said. Helios 2, to be equipped with an infrared imaging device and optical sensor, will be twice as powerful as the Helios 1 satellite.
