From Times Staff and Wire Reports

A panel of federal judges in a 2-1 ruling gave Georgia a new redistricting plan that does away with two of the state’s three majority black congressional districts. The judges’ plan, handed down in Augusta, also puts two of the state’s black Democratic members of Congress into newly drawn districts already held by white Republicans. The U.S. Supreme Court ruled in June that race was too dominant a factor in the layout of Georgia’s 11th District. The map drew immediate criticism from black leaders. The only majority-black district remaining under the new plan is in Atlanta.
