Reorganization of Agency to Save Cash

Ventura County supervisors Tuesday approved a reorganization of the county Health Care Agency that will save $165,000 in the short term and even more over the next few months as the agency continues to consolidate.

As part of the reorganization, Dr. Samuel Edwards, medical director of the Ventura County Medical Center, has been appointed hospital administrator. Edwards’ old position will be filled by Dr. Richard Ashby, who will also continue his current job as director of quality assurance.

The move will result in the elimination of one full-time position, saving the county $165,000 a year, Durand said.

In addition, the restructuring calls for consolidating financial services for all health care departments, including the hospital, emergency services, mental health, alcohol and drug and public health.

As part of the reorganization, a current administrator will be named to oversee the county’s network of outpatient clinics, which accounted for 300,000 visits last year.

Durand said the reorganization will help the Health Care Agency operate more efficiently and better meet the rapid changes in the health care industry.
