Adult Businesses’ Locations Limited

The City Council on Tuesday passed an ordinance that will prohibit adult businesses from opening within 750 feet of any church, school, park, playground or home.

The law confines adult bookstores, video stores, bars and theaters to industrial zones. Those zones are on the north tip of town, east of Harbor Boulevard, on the west end by the Fullerton Airport and in the southeast off Raymond Avenue.

The locations may be further limited later, however, because they border Anaheim, Buena Park and La Habra. If those cities have residential zones, parks, schools or churches within 750 feet of Fullerton’s industrial areas, Fullerton officials said, they could reject adult-business applications, citing that proximity.

City officials drafted the new ordinance after a topless bar opened on Raymond Avenue. The business generated numerous complaints from residents, who asked the city to crack down on such establishments.

The topless bar, which is in an industrial zone, remains in business and will not be affected by the new ordinance.

Cities may not ban adult businesses outright but may limit their operations.
