San Gabriel Valley : Pasadena Official Gets Quarterly Review

In a closed session Monday night, the Pasadena City Council discussed the results of City Manager Phil Hawkey’s quarterly job performance evaluation, council members said.

Hawkey is the only city employee required to undergo quarterly--rather than annual--scrutiny, a distinction that Hawkey said he suggested when his contract was renewed last year.

“It was a request I made so the council and I could have an opportunity to talk about common interests,” Hawkey said. “For the benefit of the city, it is important to be able to understand what goals the city is interested in.”

But Mayor William Paparian said there were other reasons to enforce the quarterly criticism.

“The council decided it wanted to have more regular sessions with him,” Paparian said. “We set goals and objections for him. There’s been a difference of opinion of [how well he’s met those goals] among different council members.”

Paparian declined to comment about what was said at the meeting, but he described the tone as “candid.”

“There was dialogue that occurred,” Paparian said. “The purpose [of the meeting] was to provide an opportunity to respond to those evaluations.”
