Clinton OKs Temporary Hike in U.S. Debt Limit

WASHINGTON —
President Clinton on Thursday signed a measure temporarily increasing the federal government’s debt limit to ensure that Social Security checks go out to 43 million senior citizens March 1.
At the same time, he called on Congress to pass a long-term debt-limit extension, which he said it had promised to do by the end of this month.
