Nation IN BRIEF : NEW YORK : Governor Signs Law Opening Abuse Files

Gov. George Pataki signed “Elisa’s Law,” designed to protect children by opening up some records to let investigators know about past allegations of abuse. The signing came one day after Elisa Izquierdo would have turned 7. She died Nov. 22 in Manhattan from a brain hemorrhage caused by a blow to the head. Her mother, Awilda Lopez, is charged with second-degree murder. Critics said child abuse and confidentiality laws may have shielded Elisa’s mother from scrutiny.
