Fifty-one people, 31 of them children, died when rough seas swamped an overcrowded Philippine ferry and a roof deck packed with terrified passengers collapsed, coast guard officers said Monday.

They said 140 people were rescued after the old, wooden boat carrying more than 200 passengers and crew was swamped on Sunday night off Cadiz, 310 miles south of Manila on the island of Negros.

The ferry came from Bantayan Island to the north and was prevented by low tide from entering the port at Cadiz. It waited three hours, but when it again tried to enter port, it was struck by rough seas whipped up by a squall.
