International Thoroughbred Plans Las Vegas Project: The horse racing company said the complex on the Strip will have seven casinos, 2,400 hotel rooms and other attractions. However, many analysts are skeptical that International Thoroughbred Breeders Inc. can obtain the financing and gaming licenses needed to open the complex by the April 1998 target date. Former ITB Chairman Robert Brennan resigned in November after a securities fraud conviction. Brennan, who is appealing the conviction, plans to sell his 26.4% stake in the Cherry Hill, N.J.-based company.
