. . . Two months after the California’s seat belt law went into effect, a survey of Orange County motorists indicated that 54% of the drivers were complying by buckling up.
Before the law, a similar survey found that only 33% of Orange County commuters regularly wore seat belts. Beltless drivers were subject to a $20 fine.
