Free Air Time
* Your Feb. 29 editorial on free air time to presidential candidates states that besides the United States, Russia is the only other country where during democratic elections free television time is not given to national candidates.
You are incorrect. According to the Russian elections law, state-owned television companies are obligated to provide air time to candidates, both at the national and local levels. During parliamentary election last December, candidates were given extensive free air time, both on state-owned and private television channels.
