Anglo-Irish hopes of calling all-party Northern Ireland peace talks suffered a major setback when the IRA refused to call the cease-fire that would admit its Sinn Fein political wing to the negotiations. The Irish Republican Army, which launched a deadly bombing campaign in London last month, also ruled out any surrender of the arms and explosives it has used in a 25-year war to end British rule of Northern Ireland. The arms issue is the first item on the agenda of all-party talks due to start June 10.
