A surprise winter storm that dumped up to a foot of snow on some parts of the Washington area Friday forced President Clinton to swap his helicopter for a four-wheel-drive sport utility vehicle.

Clinton was scheduled to use the Marine One presidential helicopter Friday morning for the short trip from the White House to Andrews Air Force Base in nearby suburban Maryland. He was traveling from there to California on Air Force One for a two-day campaign swing, his second this month.
