Pacific Pipeline System Wins Key Approval: Texaco Inc., Chevron Corp., Unocal Corp. and Anschutz Co. said an oil pipeline they want to build in California has won the support of an examiner for state regulators. Victor Ryerson, an administrative law judge for the state Public Utilities Commission, found the $215-million Pacific Pipeline System Inc. project information in a final report on the project’s possible environmental impact is accurate. The oil companies want to build a 132-mile steel pipeline from Kern County to refineries in Los Angeles County. Its environmental consequences have been under review for four years. Last week, the Los Angeles National Forest said it would grant right-of-way to build, operate and maintain the portion of the line that runs through U.S. Forest Service lands. The PUC is expected to act on Ryerson’s nonbinding proposal at its April 10 meeting.
