In this topsy-turvy budget year, President Clinton released his 1997 spending blueprint Tuesday even though the 1996 budget has not been completed. Here are key dates in the budgeting process:

1996 BUDGET

Feb. 6, 1995: Clinton proposes $1.6 trillion budget.

June 29: Congress approves a budget.

Sept. 30: With fiscal year due to begin but no compromise reached, Congress passes first stopgap spending bill.

Nov. 14-19: Government agencies close for six days.

Nov. 20: Clinton signs temporary spending bill.

Dec. 16: Second partial government shutdown begins; lasts until January 6.

March 19: Senate passes legislation to fund agencies. Prospects for Clinton’s signature are dim.

1997 BUDGET

Feb. 5, 1996: Clinton unveils a bare bones 1997 budget.

March 19: Clinton sends Congress a 2,000-page version of his 1997 budget.
