Council Votes to Start Annexing 738 Acres

Hoping to clear the way for a new residential development, the Thousand Oaks City Council has voted to begin the annexation process of 738 acres of county land into its city limits.

In a 3-2 vote Tuesday night, council members opened the process for a housing developer and city staff to see if the 326-unit, single-family residential project is viable.

Although the property, owned by Woodridge Associates, has been under Thousand Oaks’ “sphere of influence” since 1981, it’s technically not part of the city. The property is adjacent to the Lang Ranch and Sunset Hills neighborhoods.

Councilwomen Elois Zeanah and Jaime Zukowski voted against the motion. “It’s a premature action,” Zeanah said. “Under the county, it’s in a holding zone, which means we shouldn’t develop it until all other developable parcels have been used.”

One matter that will have to be addressed should the development eventually be approved is which school district it would be part of. Even when annexed into Thousand Oaks, the area falls under the Simi Valley Unified School District.
