City, Builder to Weigh Luxury-Home Plan

A new luxury-home development in Moorpark would be exempt from the city’s growth control ordinance and restrictions on hillside homes, under an agreement the City Council will consider tonight.

In turn, the Westlake developer would, among other concessions, give the city a share of the profits from two 18-hole golf courses planned for the Moorpark Country Club Estates development.

The 23-page draft agreement with the Bollinger Development Corp. of Westlake Village and certain zoning changes--needed to clear the way for the project to be built--will be discussed by the City Council.

The development, planned for 655 acres of vacant land between Grimes Canyon and Walnut Canyon roads on the city’s north side, has been winding its way through city reviews since the middle of last year.

The developer, Paul Bollinger, has yet to sign off on the agreement, Councilman Bernardo Perez said.

“I think the burden is on Mr. Bollinger at this point,” Perez said Tuesday.

In early December, the City Council approved an environmental review of the project despite objections from several residents who said it would degrade sensitive habitat and undermine the rural character of their neighborhood.

Along with the golf courses, the planned community would have several hiking trails and an equestrian center. The homes are expected to cost from $500,000 to $1 million.
