19-Year-Old Held in Weekend Shooting

A 19-year-old Thousand Oaks man has been arrested in the Saturday shooting of another 19-year-old Thousand Oaks man at a party in Woodland Hills, authorities said Wednesday.

Vincent Packer was arrested without incident in Simi Valley about 1:30 p.m. Tuesday by the Ventura County Sheriff’s Department gang unit, authorities said.

Packer was released into the custody of the Los Angeles Police Department and booked into the Los Angeles County Jail on suspicion of attempted murder with a firearm.

Benjamin Frank, who was allegedly shot in the arm by Packer, was treated at a Northridge hospital and released after Saturday’s 11:30 p.m. shooting in the 22000 block of Calabash Street in Woodland Hills, said Ventura County Sheriff’s Sgt. Mike De Los Santos.

De Los Santos described both Packer and Frank as members of competing Thousand Oaks gangs and that the shooting was part of an ongoing rivalry.
