Former Leader, Minister of Azerbaijan Arrested

MOSCOW —
The former president of Azerbaijan, Ayaz Mutalibov, and an ex-defense minister, Ragim Gaziyev, have been arrested in Moscow, a Russian Interior Ministry spokesman said Sunday.
Both men are reported to be wanted by the authorities in Baku, Azerbaijan’s capital, in connection with attempted coups against President Heydar A. Aliyev in October 1994 and March 1995.
