Nation IN BRIEF : VIRGINIA : Tailhook Figure Loses Court Battle

A federal judge said he does not have the power to promote a Navy pilot who was passed over for promotion because of his presence at the 1991 Tailhook convention. U.S. District Judge Albert V. Bryan Jr. dismissed a suit brought by Cmdr. Robert E. Stumpf. Stumpf, who is based in Virginia Beach, had his once-promising career derailed by his presence at a convention of naval aviators where female officers were sexually harassed and assaulted by drunken aviators. The Navy cleared Stumpf of misconduct at Tailhook.
