Motorola and Siemens announced plans to build a $1.5-billion semiconductor plant in suburban Richmond, Va., that will employ as many as 1,500 people. . . . San Leandro, Calif.-based North Face, maker of outdoor apparel, sleeping bags and backpacks, filed with the Securities and Exchange Commission to raise about $30.3 million through an initial public offering of 2.6 million common shares.
