. . . The federal judge monitoring overcrowding at the county jail in Santa Ana ordered that inmates should be allowed to receive hardcover books.
The ruling was in response to improvements in jail conditions sought by the American Civil Liberties Union. A jail commander warned that contraband could be put in the bindings of hardcover books.
