Jail Bonds

During World Wars I and II there were war bonds for sale to help finance our war effort. We in Los Angeles are currently in a war against the housing of and early release of a bad portion of our criminal element. Would it not be possible for the city or county to engage in some kind of a similar means to open our closed jails and open the new one?
Call them “jail bonds” redeemable at a moderate rate of interest in a prescribed period of time to make it worthwhile for the populace to buy them. The details would have to be worked out by financial experts (not politicians).
Pete, the guv, is finding money for schools and God bless him for that. We can’t depend upon anybody else, so maybe we can find a way to do it ourselves.
