* Why the Negative Headlines?

My Times [June 6] has a story titled “Plan to Add Classrooms in Palmdale Is Defeated.” When I read the article I find that San Marino, Downey and Baldwin Park all passed school bond issues and that the only one to fail was Palmdale, where 64% of the voters favored the schools, barely falling short of the required 67%.

Since the Jarvis Prop. 13, the schools have been placed in the very difficult position of having to convince two-thirds of the electorate of a district to vote to increase their property taxes to provide funds for school building construction. The fact that three of the four districts holding elections were successful is news. This is a strong positive vote for public education. That should have been the headline.
