Ten Orange County high school students recently received $1,000 Outstanding Youth Citizen scholarships from the Passkeys Foundation, a nonprofit group.

Russell Williams, founder and president of the foundation, said the scholarships were awarded to teens who combined high academic achievement with outstanding community service.

“Our award recipients have demonstrated a commitment to the life value of personal responsibility in service to their communities,” Williams said. “Each student is already discovering the significance of how one’s personal action can make a difference in our world.”
