3 Council Incumbents to Seek New Terms

Three City Council incumbents say they still have work to do and will run for another term.

Mayor Bruce A. Broadwater and Councilmen Tony Ingegneri and Ho Chung have declared their candidacies and have taken out nomination papers. Eight challengers also have picked up candidacy forms, which must be filed with the city clerk’s office by Aug. 9.

Broadwater, 57, an insurance analyst, was elected to a four-year City Council term in 1992. He served as a councilman until November 1994, when he won the mayor’s seat. Broadwater is seeking another term as the city’s mayor.

“I hope to accomplish making Garden Grove a financially stable city,” said Broadwater, a 25-year resident. “We’ve been working hard on the Harbor Corridor, and I’d like to see some of it finished before my tenure is up.”

Broadwater hopes to see a proposed entertainment center featuring up to 20 movie screens, an IMAX theater and theme restaurants constructed before he leaves office. The project would be built on an 18-acre site along Harbor Boulevard, about a mile south of Disneyland.

The attractions, he said, would help provide desperately needed sales tax dollars. The city faces a $6-million budget shortfall in the 1996-97 fiscal year.

Ingegneri, 38, an advertising executive, served as a city planning commissioner before being appointed to the council to fill Broadwater’s seat. Ingegneri had run unsuccessfully for the council in 1992.

Chung, 62, an insurance agent, was elected to the council in 1992 just a few months after moving to Garden Grove.

A fourth seat on the council, that of Mark Leyes, may become open if voters elect him to the County Board of Supervisors. Leyes has announced he is running for the 1st District seat on the board.

If he wins, the council most likely will select the top vote-getter among losing candidates to fill the position.
