WASHINGTON, D.C. : Clinton Vetoes Bill Opposed by Unions

Mindful of organized labor’s political sway, President Clinton vetoed a bill that would promote nonunion work groups at plants and offices. Republicans called the measure a common-sense way to get employers and workers discussing issues such as quality control, productivity and health and safety. Labor groups, a powerful Democratic constituency, warned that the bill would encourage “company unions” and jeopardize traditional collective bargaining arrangements. Clinton promised a veto weeks ago; it was the 16th of his presidency.
