Cypress Bond Measure Draws No Opposition

A proposed $10-million bond issue to improve the city’s drainage system has drawn no opposition for the official voter-information pamphlet to be mailed out this fall.

City Clerk Lillian Haina said last week that no one filed an opposition argument by the Aug. 9 deadline. Therefore, she said, the voters pamphlet will contain only a pro-bond-issue argument and no rebuttal or opposition statement.

The City Council voted in July to support the bond issue and to write an argument in favor of its passage. The council’s message supporting the measure will be on the official voters pamphlet.

If passed, the bond issue would allow the Public Works Department to make several major drainage improvements in various parts of the city.

Cypress suffered extensive property damage in the rainstorms of January 1995. In November that year, city voters overwhelmingly supported an advisory ballot measure proposing a bond issue for improved drainage.

The council subsequently authorized a binding $10-million bond issue to be placed on this year’s November ballot. The measure would increase taxes about $58 a year on a $200,000 home.

City Atty. John Cavanaugh said state law requires the bond issue to be approved by two-thirds of those voting.
