By the end of the month, flowers and trees will be brightening the Town Center area as the city begins the first phase of a streetscape project.

The City Council has approved spending $538,300 for the first segment of the project so that it can be completed for the Festival of the Whales in February, said Mort August, public works director.

The streetscape project will include the planting of 294 trees along Pacific Coast Highway and Del Prado Avenue, the installation of an irrigation system and the planting of ivy geranium ground cover in the tree wells.
