Toll in Apartment Explosion Rises to 42

The death toll from an explosion at a building housing Russian servicemen and their families in the southern Dagestan region rose to 42, Itar-Tass news agency reported. Tass quoted a spokesman for the Ministry for Emergency Situations as saying the dead from Saturday’s blast included 15 children. The agency said rescue operations to find 14 people believed to be still trapped in the rubble were continuing. Officials say the explosion was probably caused by one or more bombs planted in the basement.
